Job Purpose
The purpose of this assignment is critical to the design and development of a robust, evidence-based Life Skills Model for the Albanian education system, grounded in the EU 4Cs Life Skills framework (Critical thinking, Creativity, Collaboration, and Communication). The International Consultant will lead the conceptualization and design of the model as well as the Training of Trainers (ToT) planned under the programme “Life Skills improved through their Integration in Upper Secondary Education Curricula and Careers Guidance introduced in the School System”. The Consultant will ensure that the model is aligned with EU standards and national education priorities, informed by international best practices, and tailored to the Albanian context. This includes defining key competencies, curriculum integration pathways, pedagogical approaches, implementation modalities, institutional roles, and sustainability mechanisms to support the effective integration of life skills into the education system. The assignment will ultimately contribute to strengthening students’ competencies for lifelong learning and improving their school-to-work transition outcomes.
Responsibilities
Lead the conceptualization and design of a comprehensive Life Skills Model for the Albanian education system, aligned with the EU 4Cs Life Skills framework. Develop the Training of Trainers (ToT) program for the "Life Skills and Career Guidance programme". Ensure the model's alignment with EU standards, national education priorities, and international best practices. Define key life skills competencies relevant to the Albanian context. Propose pathways for curriculum integration of life skills into upper secondary education. Recommend pedagogical approaches and implementation modalities for effective delivery. Identify institutional roles and responsibilities for model implementation. Design sustainability mechanisms to ensure the long-term integration of life skills. Create strong synergies with relevant stakeholders and ongoing initiatives. Prepare comprehensive reports on the design process, model framework, and training materials. Facilitate workshops and consultations with national stakeholders, including the Ministry of Education and the Central Finance and Contracting Unit (CFCU). Ensure the model is evidence-based and tailored to the specific needs of Albanian students and the education system.
Work Experience
A minimum of 7 years of professional experience in education, curriculum development, or a related field. Proven experience in designing and implementing life skills programs, preferably in an international context. Experience working with EU-funded projects and familiarity with EU education frameworks is an asset. Experience in developing training materials and conducting training of trainers is essential.
