Local Consultancy: WASH Engineering Consultant for Climate Resilient WASH in Health Care Facilities

Job Purpose
The WASH Engineering Consultant will provide specialized technical and quality assurance services for UNICEF's solar water pump system development project in Samar Province, Philippines. This role involves supporting the implementation of solar water pumps in six Primary Health Care Facilities (PHCFs), including barangay health stations and rural health units. The consultant will be responsible for reviewing and inspecting all technical and physical outputs of the project to ensure the technical integrity, safety, and sustainability of the installed solar water pumps. This consultancy aims to enhance WASH services in health care facilities, ensuring they function effectively, especially in emergency contexts, contributing to the overall goal of improving child health and well-being.
Responsibilities
Under the supervision of the WASH Officer, the consultant will conduct site assessments of target Primary Health Care Facilities (PHCFs) to evaluate existing WASH infrastructure and identify specific needs for solar water pump installation. This includes assessing water sources, water quality, sanitation facilities, and energy availability. The consultant will provide technical guidance and support throughout the project lifecycle, from design and procurement to installation and commissioning of solar water pump systems. They will review technical designs, specifications, and BoQs (Bills of Quantities) to ensure compliance with UNICEF standards and best practices for climate-resilient WASH solutions. The consultant will also be responsible for overseeing the quality of work during installation, conducting regular site inspections, and ensuring that all safety protocols are followed. Furthermore, the consultant will review and verify the technical integrity, safety, and sustainability of the installed solar water pumps, providing recommendations for operation and maintenance. This includes ensuring the systems are appropriate for the local context and can withstand potential climate-related challenges. The consultant will also contribute to knowledge management by documenting lessons learned and best practices related to climate-resilient WASH in health care facilities.
Work Experience
A minimum of five years of professional experience in WASH engineering, with a focus on water supply systems, solar power, and infrastructure development. Experience in project management, site assessment, technical review, and quality assurance is essential. Experience working in developing countries or with international organizations is an asset.
