Individual national consultancy to develop a training package for parenting support groups and support implementation of the related SBC campaign

CON
Organizational Context
UNICEF works in over 190 countries and territories to save children’s lives, defend their rights, and help them fulfill their potential. We are committed, passionate, and proud of what we do for as long as we are needed. Promoting the rights of every child is not just a job – it is a calling.
Job Purpose
The purpose of this consultancy is to support the design, implementation, and documentation of parenting support groups and the related Social and Behavior Change (SBC) campaign. This role is crucial for ensuring quality delivery, consistency across pilot sites, and the generation of practical evidence for future scale-up of parenting support initiatives. The consultancy will contribute to UNICEF Turkmenistan's Country Programme, which prioritizes strengthening the child protection system by focusing on preventing violence against children, strengthening family support, and advancing SBC approaches. The work directly addresses the challenge of persistent social norms that tolerate harsh parenting practices and the lack of access to practical parenting support for caregivers.
Responsibilities
The selected consultant will be responsible for designing and implementing a 2-day workshop for national partners on facilitation and monitoring of parenting support groups. This workshop will focus on positive parenting content, group facilitation skills, safeguarding, and appropriate follow-up and service linkage considerations. Additionally, the consultant will develop a practical facilitation guide for parenting support groups, ensuring it aligns with SBC principles and addresses the specific needs identified in Turkmenistan. The consultant will also support the implementation of the related SBC campaign, providing technical guidance to national partners and contributing to the development of campaign materials. This includes monitoring the pilot initiative, collecting data on its effectiveness, and documenting lessons learned. The consultant will play a key role in generating practical learning to inform future parenting support programming and broader child protection and family support efforts within the country.
Work Experience
At least 5 years of professional experience in child protection, social and behavior change communication (SBC), or early childhood development programming. Experience in designing and delivering training packages and facilitating workshops is essential. Experience working with UNICEF or other UN agencies is an asset.
