Job Purpose
The general objective of the capitalization study of the Zara Mira program is to produce strategic evidence and key lessons learned to inform current and future programming, improve the effectiveness and efficiency of interventions, and identify levers for sustainability and scaling up of the Zara Mira program in the districts with the highest poverty and vulnerability levels in Madagascar. This consultancy aims to provide evidence-based insights to enhance the impact and reach of the universal cash transfer program, ensuring it effectively contributes to child well-being and development.
Responsibilities
The consultant will be responsible for conducting a comprehensive capitalization study of the Zara Mira program. This includes designing the study methodology, collecting and analyzing data from various sources, and identifying key lessons learned and best practices. The consultant will also assess the program's effectiveness, efficiency, and sustainability, and propose strategies for scaling up and ensuring long-term impact. Specific tasks include developing a detailed work plan, conducting field visits and interviews, synthesizing findings, and producing a final report with actionable recommendations for UNICEF and the Ministry of Population and Solidarity. The consultant will ensure the study is aligned with UNICEF's strategic objectives and contributes to evidence-based decision-making for child protection and social protection programs in Madagascar.
Work Experience
A minimum of 5 years of relevant professional experience in social protection, cash transfer programs, program evaluation, or research. Experience working in Madagascar or similar contexts is an asset.
