Job Purpose

As a Strategic Business Partner and Deputy to the Representative, the incumbent will lead operations functions to achieve results, drive change, and provide risk-informed, solution-focused analysis, advice, and services. This role contributes to programme and management decisions for delivering results for children in all operational contexts. The Deputy Representative will act as Officer-in-Charge in the absence of the Representative, ensuring effective and efficient management of all operations functions, including Administration, Budget, Finance, Digital Impact, and Supply Chain. They will also be a key contributor to risk management, ensuring compliance, safety, and security, and fostering staff development through career opportunities and succession planning.

Responsibilities

The Deputy Representative, Operations will lead by example, supporting the Representative in managing the office and acting as Officer-in-Charge when necessary. They will oversee operations functions, ensuring efficient management of Administration, Budget, Finance, Digital Impact, and Supply Chain. A key responsibility is contributing to Risk Management, ensuring compliance with safety and security standards. The role involves identifying and empowering staff potential through career development and succession planning. As a member of the Country and Senior Management Teams, they will represent the organizational risk, governance, and policy perspectives, promoting results-based management. They will understand business needs, anticipate challenges, propose solutions, and drive innovation using technology for Digital Impact Management. The incumbent will lead external and internal audit reviews, respond to observations, and monitor recommendations. Guiding Supply and Logistics strategies to meet programmatic needs while ensuring Value for Money (VfM) is crucial, including advisory support to governments on supply chain management. They will leverage governance systems to provide feedback on operations risks and achievements, lead on facility management with a focus on accessibility and sustainability, and oversee business transactions for efficiency and fraud prevention. Support for PSFR operations and promoting efficiency are also key. In fragile and humanitarian contexts, they will ensure offices are fit for purpose for timely humanitarian assistance delivery, adhering to Core Commitments for Children in Humanitarian Action and applying Emergency Procedures.

Work Experience

A minimum of eight years of progressively responsible professional experience in operations management, including experience in a developing country context, is required. Experience in managing diverse operations functions such as finance, supply chain, IT, and administration is essential.
