Job Purpose
The purpose of this consultancy is to provide crucial support to UNICEF senior management's engagement in the Humanitarian Restart and UN80 initiatives, focusing on humanitarian planning, coordination, and data governance. This role will involve active participation in discussions with IASC principals and deputies, as well as the UN80 Humanitarian Group, addressing key areas such as the Humanitarian Programme Cycle (HPC), data management, and the Joint Intersectoral Analysis Framework (JIAF). A significant aspect of the assignment includes gathering and synthesizing feedback and lessons learned from UNICEF regional and country offices regarding HPC implementation. This consultancy is designed as a transitional support mechanism for EMOPS sections, anticipating an increased workload and complexity in humanitarian data and interagency coordination in 2026.
Responsibilities
The consultant will provide technical support to strengthen UNICEF's leadership in humanitarian action for children and key sectors, focusing on planning, evidence generation, and data management within the IASC framework, particularly for the HPC. This includes offering expert advice and reviewing technical guidance to simplify global processes amidst humanitarian reset and UN80 changes, and providing strategic recommendations on using sectoral and cluster information for HPC products. The role involves gathering and analyzing UNICEF country office experiences in HPC implementation to identify challenges and generate insights. Additionally, the consultant will advise on aligning JIAF guidance with UNICEF's child-centered systems and approaches for needs assessment, fundraising, program planning, and monitoring. The consultant will also serve as a backbone for UNICEF in inter-cluster information management and humanitarian data forums, ensuring common data standards and ethical principles in IASC data working groups and task forces. This includes aligning GCCS IM pool and joint initiatives with UNICEF's governance framework, supporting data platform development, and enhancing data literacy. Surge and transition support for countries phasing out HC or cluster systems will be provided, along with convening joint analysis workshops and promoting data-sharing agreements. Support for the humanitarian data innovation task force and ensuring interoperability of UNICEF data are also key responsibilities. Collaboration with HQ, RO, and Centers of Excellence, communicating interagency changes for UNICEF governance documents, and planning for the governance of this work beyond 2026 are essential.
Work Experience
A minimum of eight (8) years of relevant, progressively responsible professional experience is required.
