Job Purpose
The Supply & Logistics Manager will be responsible for managing the Supply section, ensuring efficient supply chain service delivery, and providing support for emergency response. This role involves collaborating with programme teams and implementing partners, offering technical and advisory support to government and national systems, and driving innovation in products and markets. The manager will also oversee construction management and coordination, and lead the Cold Chain and Vaccine Team. Additionally, the position will ensure alignment with UN80 strategies and positioning of the CAR Country Office. The incumbent will establish the annual work plan for the Supply section, set priorities, monitor progress, and ensure results are achieved according to schedule and performance standards.
Responsibilities
The Supply & Logistics Manager will establish the annual work plan for the Supply section, determining priorities, targets, and performance measurements, and monitoring work progress to ensure timely achievement of results. This includes supervising and coaching section staff, ensuring timely performance management, and fostering knowledge sharing and learning to build team capacity. The role requires establishing and maintaining operational capacity for CO supply chains, including appropriate staffing, recruitment, and contracting of third-party services for customs clearance, warehousing, transport, and distribution. The manager will participate in Country Programme Action Planning, advising on supply requirements for the Plan of Operations and Annual Work Plans. They will ensure appropriate planning, implementation, monitoring, and evaluation of supply chain operations, establishing performance indicators and assessing the suitability of products and services. Analysis of supply spend and development of procurement strategies based on specific needs will also be key responsibilities.
Work Experience
A minimum of five years of progressively responsible professional experience in supply chain management, logistics, procurement, or related areas. Experience in emergency response and in developing countries is an asset.
