Job Purpose
The Senior International Consultant will play a crucial role in developing UNICEF Mongolia's Country Programme Document (CPD) and Country Programme Management Plan (CPMP). This involves analyzing Mongolia's evolving development context, including its attainment of upper-middle-income status, economic fluctuations, and fiscal pressures, and their impact on children and vulnerable households. The consultant will identify key challenges and opportunities for UNICEF's strategic positioning, ensuring that the CPD and CPMP effectively address persistent child deprivations in nutrition, access to services, learning outcomes, and protection from violence. The role requires a deep understanding of gender disparities, environmental and climate-related shocks, and system fragilities, such as declining immunization coverage. The consultant will also explore innovative partnerships related to energy transition, sustainable finance, and corporate social responsibility to enhance child well-being and rights in Mongolia.
Responsibilities
Develop and finalize the Country Programme Document (CPD) and Country Programme Management Plan (CPMP) for UNICEF Mongolia, aligning with the country's evolving development context and national priorities. Conduct a thorough analysis of Mongolia's macroeconomic trends, including post-pandemic recovery, commodity price fluctuations, inflation, currency depreciation, and fiscal pressures, and assess their impact on children and vulnerable populations. Evaluate the coverage and quality of essential services in health, education, social protection, and child protection, particularly in rural and remote areas, considering fiscal constraints and subnational budget reductions. Analyze persistent child deprivations across multiple dimensions, including nutrition, access to essential services, learning outcomes, and protection from violence, paying close attention to gender disparities and risks for adolescent girls. Assess the impact of environmental and climate-related shocks, such as air pollution, dzud, and wildfires, on child well-being. Identify emerging policy reforms and opportunities for innovative partnerships in areas like energy transition, sustainable finance, and corporate social responsibility that can benefit children. Ensure the CPD and CPMP reflect UNICEF's mandate to save children's lives, defend their rights, and help them fulfill their potential, from early childhood through adolescence. Facilitate consultations with government counterparts, civil society organizations, and other stakeholders to ensure the relevance and ownership of the programme documents. Provide strategic recommendations for UNICEF's engagement and programming in Mongolia over the next programme cycle.
Work Experience
A minimum of 10 years of progressively responsible professional experience in programme development, planning, and management, preferably within the UN system or a similar international organization. Experience working in East Asia and the Pacific region, particularly in middle-income countries, is highly desirable. Proven track record in developing country programme documents and management plans.
