Job Purpose

The purpose of this consultancy is to support the Ministry of Education in Albania in developing a new National Strategy for Pre-university Education. This involves providing expert guidance and technical assistance throughout the strategy development process, from initial analysis and consultation to the finalization of the strategy document. The consultant will play a crucial role in ensuring the strategy is aligned with national priorities, international best practices, and relevant EU frameworks. The work will contribute to strengthening the education system in Albania and improving educational outcomes for children and adolescents, particularly in the context of EU accession and the development of the European Education Area.

Responsibilities

The consultant will be responsible for providing comprehensive support to the Ministry of Education in developing the National Strategy for Pre-university Education. This includes conducting a thorough analysis of the current pre-university education system in Albania, identifying strengths, weaknesses, opportunities, and threats. The consultant will facilitate stakeholder consultations with government officials, development partners, civil society, academia, and youth to gather input and build consensus. They will be expected to draft key sections of the strategy document, including the vision, mission, strategic objectives, and proposed interventions. Furthermore, the consultant will develop a results framework with indicators for monitoring and evaluation, and propose financial costing and scenarios for the strategy's implementation. Ensuring alignment with EU education policies and acquis, and incorporating principles of equity and inclusion for vulnerable groups will be critical. The consultant will also need to address emerging global education priorities such as digital transformation and skills for the future.

Work Experience

At least 10 years of experience in education policy development, education governance, strategic planning, and sector-wide analysis of education systems. Proven experience in designing, implementing, or reviewing national education strategies.
