Job Purpose
The consultancy aims to analyze the current configuration of the social services workforce in Senegal to meet child protection and social protection needs, considering territorial disparities. It will evaluate the effectiveness of coordination mechanisms and the articulation between education and social services. The role will also address budget constraints, public wage bill pressures, and the lack of consolidated data on workforce numbers, ratios, and unit costs. This integrated approach, combining institutional analysis, workforce assessment, ratio analysis, cost estimation, and investment planning, is crucial for informing reforms and budget decisions. The objective is to provide data-driven insights to enhance the planning and budgeting for social services, ultimately improving outcomes for children and vulnerable households.
Responsibilities
The consultant will conduct a comprehensive analysis of the social services workforce in Senegal, assessing its capacity to address child protection and social protection needs across different territories. This includes evaluating the effectiveness of existing coordination mechanisms between different service providers, such as child protection committees and social services. The consultant will examine the articulation between educational institutions and social services in identifying and supporting at-risk children. A key responsibility will be to analyze budget constraints, public wage bill pressures, and the availability of consolidated data on workforce numbers, ratios, and unit costs. The consultant will develop an integrated approach for workforce planning, including institutional analysis, workforce assessment, ratio analysis, cost estimation, and investment planning. This will involve collecting and analyzing data to inform policy reforms and budget decisions. The final output will provide actionable recommendations to strengthen the social services workforce and improve the delivery of services to children and vulnerable households, contributing to better child protection and social protection outcomes in Senegal.
Work Experience
Minimum of 5 years of relevant professional experience in social policy analysis, workforce planning, or public finance management, preferably in a development context. Experience in Senegal or West Africa is an asset.
