Job Purpose
The purpose of this consultancy is to undertake a comprehensive gender landscape analysis of the Water, Sanitation, and Hygiene (WASH) sector in the four focus districts of Dangorayo, Burtinle, Harfo, and Galdogob, in Puntland. The analysis will identify gender-related gaps, power dynamics, inequalities, barriers, opportunities, and systemic issues affecting WASH access, governance, participation, and outcomes. It will generate practical, evidence-based recommendations and tools to strengthen gender-transformative and inclusive WASH programming across the programme cycle. The consultant will use UNICEF’s global gender WASH landscape assessment package, assess gender dynamics shaping WASH access, participation, leadership, and decision-making, and analyze how gender norms and inequalities affect WASH service delivery and sustainability.
Responsibilities
The consultant will conduct an assessment in four districts in Puntland, engaging with government ministries, policymakers, WASH actors (UN, NGOs, CSOs), private sector/service providers, and community members and leaders (women, men, youth, and vulnerable groups). Key responsibilities include assessing gender and gender dynamics shaping WASH access, participation, leadership, and decision-making; analyzing how gender norms, roles, and inequalities affect WASH service delivery, management, and sustainability, including in fragile or displacement-affected contexts; identifying gaps in WASH policies, systems, strategies, and programmes related to gender equality; assessing protection and GBV-related risks linked to WASH access and facilities and proposing mitigation measures; and providing actionable recommendations, guidance, and practical tools to integrate gender equality across the programme cycle (design, implementation, monitoring, evaluation, and accountability).
Work Experience
A minimum of 5 years of professional experience in gender analysis, WASH programming, or related fields. Experience in conducting landscape analyses and working in complex humanitarian or development settings is desirable. Experience working in Somalia or similar contexts is an asset.
