Job Purpose
Within the Office of Strategy & Evidence (OSE), the Division of Programme Effectiveness leads, regulates, and coordinates the development and issuance of organization-wide procedures, policies, standards, guidance, and tools to strengthen programme effectiveness across all contexts. This includes programme planning, implementation, monitoring, organizational performance management, and knowledge management. The Strategic Planning and Analytics (SPA) unit serves as UNICEF’s central hub for developing and aligning corporate strategic direction with effective country-level action, ensuring coherence between the global Strategic Plan and Country Programmes. The unit leads and coordinates UNICEF’s corporate strategic planning and analytics functions, overseeing the development, reporting, and review of the UNICEF Strategic Plan.
Responsibilities
The Planning Specialist will support the Strategic Planning and Analytics (SPA) unit in developing and aligning corporate strategic direction with effective country-level action. This involves contributing to the development, reporting, and review of the UNICEF Strategic Plan, ensuring coherence between global priorities and country-level action. The role will provide guidance on procedures and comprehensive support for Country Programme development, including managing Executive Board submission and extension processes. The specialist will also liaise with UN agencies, other technical organizations, and the UN Development Coordination Office (DCO) on programme planning, monitoring, and reporting policies. Additionally, the role will coordinate with the Office of Emergency Programmes (EMOPS), Global Programme Division (GPD), Centres of Excellence (COE), and Regional Offices to provide direct planning, monitoring, and programme implementation support to countries, particularly those responding to humanitarian contexts.
Work Experience
A minimum of two years of professional experience in strategic planning, programme management, or monitoring and evaluation, preferably within a UN or international development context, is required. Experience in data analysis and reporting is also desirable.
