Job Purpose
The purpose of this consultancy is to provide time-bound, hands-on technical and coordination support to the Ministry of Education and Training (MoET) in Lesotho to strengthen programme management, financial oversight, and digital systems implementation within the context of GPE funded programmes. Specifically, the consultancy aims to enable the MoET Planning Department to exercise effective operational oversight over GPE funded Direct Cash Transfers (DCTs) through practical tools, standardized processes, and regular reporting. It will also support the translation of programme implementation data into timely, compliant financial liquidation and reporting, and deliver priority digital systems and coordination functions that contribute to improved sector management and evidence-based decision-making. The consultancy is designed as a results-based, systems-oriented assignment focused on establishing sustainable practices and tools that can continue to function beyond the duration of the contract.
Responsibilities
The consultancy will focus on two main objectives: 1. Establishing and operationalizing a functioning GPE DCT oversight, tracking, and reporting system within the MoET Planning Department. This includes developing and implementing practical tools, standardized processes, and regular reporting mechanisms to ensure effective operational oversight of GPE funded Direct Cash Transfers (DCTs). 2. Delivering targeted digital system outputs and coordination support aligned with MoET priorities within a clearly bound and realistic scope. This involves supporting the translation of programme implementation data into timely and compliant financial liquidation and reporting, and strengthening institutional capacity by ensuring that systems, tools, and processes introduced are operational, used, and owned by MoET staff. The consultant will ensure that all introduced systems and processes are sustainable and can function independently after the consultancy period.
