Job Purpose
The Gender Programme Specialist will serve as the primary gender expert within the UNICEF Syria Country Office, focusing on technical and programmatic aspects with secondary roles in advocacy and coordination. This position is crucial for managing and delivering results that advance gender equality, in line with the Gender Action Plan. The specialist will provide essential technical guidance and operational support throughout all programming stages. A key responsibility will be to support the development, implementation, and monitoring of high-quality gender programming across various sectors, ensuring alignment with the Gender Action Plan and prioritizing key gender results within sectors that have strong gender relevance. This role is vital for mainstreaming gender considerations and driving impactful change for gender equality within the country office's operations and programming.
Responsibilities
The Gender Programme Specialist will be responsible for providing technical guidance and operational support across all programming phases to ensure the effective management and delivery of results contributing to gender equality, aligned with the Gender Action Plan. This includes supporting the development, implementation, and monitoring of high-quality gender programming across sectors. A core function will be to collaborate closely with programme colleagues to advance the four Targeted Gender Priorities outlined in the Gender Action Plan and to mainstream gender by identifying and prioritizing key gender results within relevant sectors. The specialist will lead cross-sectoral collaboration and coordination efforts to ensure coherence, maximize synergies, and efficiently utilize resources for impactful gender programming. Furthermore, the role involves coordinating with programme colleagues and management to ensure gender results are clearly defined, measured, and reported, and that high-quality assessments, research, evidence generation, and evaluations on gender programming are conducted and utilized, applying effective theories of change. The position also entails ensuring effective review, assessment, planning, capacity building, and knowledge management related to gender. Additionally, the specialist will assess and identify gender needs for emergency preparedness and response, providing gender-relevant guidance and technical input for emergency programming.
Work Experience
A minimum of two years of professional experience in gender programming, social development, or a related field. Experience in programme management, technical guidance, and cross-sectoral coordination is essential. Experience in emergency preparedness and response is an asset.
