Job Purpose
The consultant will play a crucial role in strengthening the model of integrated services for children with disabilities and conducting the assessment for its pilot phase in Thailand. This consultancy is aligned with Milestone 9 of the National Economic and Social Development Plan, which aims to facilitate upward social mobility, reduce income and wealth disparities, and eliminate childhood poverty. The consultant will develop the methodology and assessment framework in consultation with stakeholders, including UNICEF, DEP, and NESDC. This framework will include a minimum set of indicators to evaluate the success of the piloted model, identify bottlenecks, and provide recommendations for a successful scale-up, ensuring that the project contributes effectively to the national development goals for vulnerable children.
Responsibilities
Develop the methodology and assessment framework for the pilot project on integrated services for children with disabilities, ensuring alignment with the project's Theory of Change. Design a minimum set of indicators to effectively assess the success of the piloted model. Conduct a thorough assessment of the pilot project, identifying key bottlenecks and challenges encountered during implementation. Formulate clear and actionable recommendations for a successful scale-up of the integrated service model. Collaborate closely with stakeholders, including the Poverty Eradication and Lifelong Development Center (PELD), UNICEF, DEP, and NESDC, throughout the development and assessment process. Prepare comprehensive reports detailing the assessment findings, analysis, and recommendations. Ensure that the developed framework and assessment process contribute to the broader goals of social mobility, poverty reduction, and the realization of children's rights in Thailand. Manage the consultancy deliverables within the allocated 8-month contract duration, adhering to remote work arrangements with necessary travel.
Work Experience
Demonstrated experience in designing Monitoring and Evaluation (M&E) systems and conducting quantitative research or evaluations. Proven experience in project planning and design, project management, and results-based management.
