Job Purpose
The Chief Education (Programme/Cluster) will lead the development, planning, and management of UNICEF's education programmes in Haiti. This involves conducting situation analyses, setting strategic priorities, and designing programme proposals aligned with UNICEF's Strategic Plans, UNDAF, and national priorities. The role requires close collaboration with internal and external partners to ensure the effective implementation, monitoring, and quality control of education initiatives. The Chief will provide technical assistance and advisory services to government officials, NGOs, and UN system partners, ensuring that programmes achieve concrete and sustainable results for children. This position is crucial for advancing the right to education and supporting UNICEF's mission in the country.
Responsibilities
The Chief Education will be responsible for establishing annual work plans, including strategy development, priority setting, and performance measurement. They will coordinate work progress, monitor results against schedules and standards, and identify critical issues for timely action, providing technical assistance to colleagues. In programme development, the Chief will lead the preparation of situation analyses, coordinate priority setting, and formulate programme proposals aligned with UNICEF's strategic framework and national priorities. They will work collaboratively with partners to define national priorities and ensure programme coherence and integration. For programme management, the Chief will establish monitoring benchmarks, participate in evaluation exercises, and assess reports to identify strengths and weaknesses. They will identify lessons learned and actively monitor programmes through field visits, ensuring optimal use of resources and compliance with organizational rules. The Chief will also prepare regular programme reports for management, donors, and partners. Additionally, they will provide technical advice to key government officials, NGOs, and UN system partners on education policies and strategies, and coordinate the availability of technical experts.
Work Experience
A minimum of five years of professional experience in programme management, planning, and implementation in the field of education, preferably in a developing country context. Experience with results-based management (RBM) and working with UN agencies or international organizations is desirable.
