Job Purpose
The Education Outcomes Fund (EOF) is launching a new Outcomes Fund in Early Childhood Care and Education (ECCE) in Sierra Leone in June 2026. This program aims to improve access and quality to ECCE services for children aged 3-5 years by establishing new community-based centers. The consultant will provide strategic and technical expertise to the delivery of EOF’s outcomes fund in Sierra Leone. EOF, including its programs and personnel, will transition to being hosted by UNOPS from 01 August 2026. This consultancy is crucial for the successful implementation and transition of this vital initiative.
Responsibilities
Provide strategic and technical expertise to the delivery of EOF’s outcomes fund in Sierra Leone. Support the launch of the new Outcomes Fund in Early Childhood Care and Education (ECCE) in June 2026. Contribute to improving the access and quality of ECCE services for children aged 3-5 years through the establishment of new community-based centers. Facilitate the transition of EOF programs and personnel to be hosted by UNOPS from 01 August 2026. Collaborate with the Ministry of Basic and Secondary School Education (MBSSE) and other stakeholders. Ensure alignment with UNICEF’s mandate and values. Monitor progress and provide regular reports on the fund's delivery. Contribute to the design and implementation of innovative finance mechanisms, particularly outcomes funds. Support basic education, early childhood care and education (ECCE), or skills-for-employment initiatives. Leverage experience working in Sierra Leone, Africa, or the Middle East. Contribute to evaluation design or management as needed.
Work Experience
A minimum of 8 years of professional experience in a relevant area, including education, international development, public policy, think-tanks, charity, or management consulting. Experience in programme management, preferably in an international development or global education context. Experience working in Sierra Leone, preferably in the education sector.
