Job Purpose
The Representative serves as UNICEF's official delegate in the country, reporting to the Regional Director. This role involves establishing cooperation frameworks with the Government and collaborating with national stakeholders to develop the UNICEF Country Programme. This programme actively supports children's rights, aligning with international treaties, the SDGs, and UN mandates. The Representative leads the Country Office, providing strategic direction and managing resources to achieve results and uphold children's rights. They oversee programme sectors and operations, ensuring high-quality delivery in line with UNICEF's Strategic Plans, performance standards, and ethical guidelines. Accountability includes maintaining a non-discriminatory and inclusive work environment that fosters staff effectiveness and high-quality outcomes for children.
Responsibilities
Key responsibilities include developing and planning the Country Programme, leading and managing the Country Office operations, and ensuring the quality and monitoring of programme delivery. The Representative is accountable for representation and external relations at global, regional, and national levels, and for delivering high-quality results for children, even in complex operating contexts. This involves supporting the Resident Coordinator and UN Country Team to advance the UN Cooperation Framework. A significant part of the role is leading resource mobilization efforts, nurturing partnerships, and driving innovation, knowledge management, and capacity building. Additionally, the Representative is responsible for ensuring the safety, security, and well-being of staff, programmes, and organizational assets, managing complex emergencies and staff health, safety, and security situations effectively.
Work Experience
A minimum of fifteen (15) years of professional development experience is required, including intellectual and managerial leadership in international development cooperation, with some experience in developing countries. Prior experience as a Representative or Head of Office is mandatory. Relevant professional experience within any UN system agency or organization is considered an asset.
