Job Purpose
The Deputy Representative (Programmes) plays a critical leadership role in steering UNICEF's preparedness and programme response within a complex and evolving hybrid context, particularly in light of regional escalations impacting the operating environment in Iran. This position is responsible for ensuring the continuity and quality of UNICEF's programming across nexus spheres, with a strong emphasis on emergency preparedness, response, and recovery. The role involves leading strategic decision-making under pressure, ensuring adherence to the Core Commitments for Children (CCCs) in humanitarian action, and embedding conflict sensitivity across all programme interventions. Furthermore, the Deputy Representative will ensure cohesive integration of humanitarian, development, and peacebuilding (HDP) nexus approaches to address both immediate needs and longer-term structural challenges, thereby contributing to the realization of children's rights and equitable development.
Responsibilities
The Deputy Representative (Programmes) is accountable for CO programme planning and development, ensuring alignment with UNICEF's mandate and the Country Office's strategic objectives. This includes supporting the Representative in managing the Country Office, overseeing the monitoring and quality control of programmes to ensure effectiveness and adherence to standards. A key responsibility is alliance building and UN System coordination, fostering collaboration with partners and other UN agencies to maximize impact. The role also involves Private Sector Engagement and Partnerships, identifying and cultivating relationships with private sector entities to support UNICEF's mission. Additionally, the Deputy Representative is responsible for driving innovation, knowledge management, and capacity building within the Country Office, ensuring that lessons learned are captured and shared, and that staff capacity is continuously enhanced. This includes leading initiatives related to emergency programming, preparedness, response, and recovery, embedding conflict sensitivity and HDP nexus approaches across all interventions.
Work Experience
8 years of professional development experience, including technical and managerial leadership in development cooperation at the international level. Some of this experience should have been gained in a developing country.
