Job Purpose
Under the overall guidance of the Deputy Representative, the Chief Education will provide strategic and technical leadership, guidance, and direction for the management of the education programme. The Chief will ensure overall leadership and management oversight of the four pillars of Education portfolio in Ukraine covering: 1) Learning and Skills; 2) Early Childhood Development; 3) MHPSS; and 4) Emergency Response. Digitalization and Innovation, as well as Disability Inclusion are cross cutting themes across the portfolio. Additionally, the incumbent will work closely with the Chiefs of Field Offices and Education teams in the field offices including Lviv, Dnipro, Odesa, and Kharkiv, which include emergency response and development programme activities. The Chief also plays a key role in supporting UNICEF’s Education sector leadership as co-chair of the Education Sector Working group.
Responsibilities
Under the overall guidance of the Deputy Representative, the Chief, Education is accountable for the development, design, planning, implementation, and management of the Education programme within the country programme. As Head of Section, Incumbent leads a group of professional and support staff to develop and manage the education programme in collaboration with other programme sectors, and with government and key development partners. Incumbent is accountable for the overall quality of the programme design and for ensuring that it is effectively and efficiently managed and monitored. The Chief is responsible for managing and leading all stages of education programmes/projects from strategic planning and formulation to delivery of results on strengthening national education systems to improve learning outcomes, universal access to equitable and inclusive education for all children in Ukraine.
Work Experience
A minimum of 8 years of professional experience in programme planning, management, and implementation in the field of education. Experience in emergency settings is an asset. Experience working with UN or other international organizations is desirable.
