Job Purpose
The Education Specialist (Learning and Skills Assessment) will provide high-level technical assistance and strategic support to advance UNICEF’s global strategy on learning and skills measurement. This role will guide UNICEF’s work on strengthening national assessment systems and their use in improving the performance of education and skills programmes, with a focus on transferable skills, digital skills, green skills, and secondary education learning outcomes. The specialist will assist UNICEF Country and Regional Offices and national governments in developing, implementing, and utilizing assessments and tracer studies to inform sector policy, planning, and financing, ultimately improving learning and skills outcomes and employability. The position also contributes to global standard-setting, methodology development, and partnerships to promote inclusive and actionable learning and skills assessments and tracer studies, supporting system-wide education reform and equitable resource allocation.
Responsibilities
Provide high-level technical assistance and strategic support to advance UNICEF’s global strategy on learning and skills measurement. Guide UNICEF’s work on strengthening national assessment systems and their use in improving the performance of education and skills programmes, focusing on transferable skills (including socio-emotional learning), digital skills, green skills, and secondary education learning outcomes. Provide technical assistance to UNICEF Country and Regional Offices and national governments to develop, implement, and use assessments and tracer studies that inform sector policy, planning, and financing, while improving learning and skills outcomes and employability. Contribute to global standard-setting, methodology development, and partnerships to promote inclusive and actionable learning and skills assessments and tracer studies. Support system-wide education reform, equitable resource allocation, and improved performance of education and skills programmes, including in emergency settings. Ensure that assessments and tracer studies are aligned with national priorities, strengthen system resilience, and maximise impact. Facilitate knowledge sharing and capacity building among UNICEF staff and partners on learning and skills assessment methodologies and their application. Monitor and evaluate the effectiveness of assessment strategies and their impact on learning outcomes and policy development.
Work Experience
A minimum of five years of professional experience in education, with a focus on learning assessment, skills development, or education policy and planning. Experience in developing countries and in humanitarian contexts is an asset.
