Job Purpose
The consultancy aims to provide technical assistance to the UNICEF Panama Office for the monitoring, follow-up, and quality assurance of interventions related to the health component and early childhood care services in community contexts. The consultancy will contribute to strengthening technical coherence, effective implementation, and the generation of learning to inform the adjustment and continuity in the national scaling of these interventions. This role is crucial for enhancing the quality and reach of social services in vulnerable communities, aligning with national policies and the Convention on the Rights of the Child.
Responsibilities
The consultant will provide technical assistance for strengthening capacities in implementing the Community Integrated Management of Childhood Illness (IMCI) Strategy within the framework of the Local Integrated Services Model for Children and Adolescents. This includes supporting the review and validation of the national Community IMCI guide, under the leadership of the Ministry of Health and UNICEF's implementing partner in Panama. The consultant must submit a consolidated document containing a thorough technical review of the guide, a matrix of observations and recommendations (technical, operational, methodological), and a record of meetings, agreements, and validations with the Ministry of Health and the implementing partner. Additionally, the consultant will support the monitoring and development of technical and operational recommendations for the Community IMCI strategy training modules. The role also involves designing and implementing a rapid evaluation of the methodology previously developed and implemented with the Ministry of Health team.
Work Experience
Minimum of 5 years of professional experience in public health programs, child health, early childhood development, or related areas, with a focus on community-based interventions and technical assistance. Experience working with UN agencies or international organizations is an asset.
