Job Purpose
The National Individual Consultant on Adaptive Social Protection (ASP) Trainer will play a crucial role in enhancing the capacity of Uzbekistan's social protection system to adapt and respond to shocks. This consultancy supports the "Innovative Social Protection System for Inclusion of Vulnerable People (INSON)" Project, funded by the World Bank. The primary objective is to build awareness and understanding of adaptive social protection principles among social protection officers and relevant stakeholders through a structured training program. This includes a Training-of-Trainers (ToT) component and cascading roll-out trainings, utilizing interactive and participatory methods. The consultant will be instrumental in ensuring the effective delivery and quality assurance of these training initiatives, contributing directly to the project's goal of improving access to and the quality of social services and benefits for vulnerable populations in Uzbekistan.
Responsibilities
The consultant will be responsible for delivering 3-day Adaptive Social Protection (ASP) trainings to assigned cohorts of participants from INSON centers, employing participatory and interactive methods such as case studies, group exercises, and simulations. Prior to roll-out, the consultant must participate in a familiarization session on ASP training modules and materials led by the International ASP Training Expert and the core team, practicing interactive facilitation techniques to ensure consistent delivery. They will also participate in the pilot presentation of draft training materials to ToT participants in Tashkent, providing practical feedback on clarity, sequencing, and facilitation feasibility to the core team for incorporation into the final package. The consultant will support the delivery of key training modules, focusing on the concepts and elements of adaptive social protection and how to make social protection systems adaptive in Uzbekistan. Coordination with master trainers is essential to support cascading knowledge transfer and maintain consistent facilitation quality. Furthermore, the consultant will administer pre- and post-training evaluations, compile results, collect participant feedback, and propose improvements for future training cycles. They will coordinate with UNICEF, NASP focal points, and the core training team to finalize agendas and materials, and prepare session completion notes and brief reports per location delivered, including key issues and recommendations.
Work Experience
At least 5 years of relevant experience in social protection and/or training facilitation. Demonstrated experience in adult learning and facilitation using interactive methods. Familiarity with the Uzbekistan social protection context, including INSON centers, is required.
