Job Purpose

The purpose of this consultancy is to facilitate and support the Secretariat of Food and Nutritional Security (SESAN) in strengthening governance in Food and Nutritional Security (SAN) at the municipal and community levels. The consultant will work in San Gaspar Ixchil – Colotenango, Huehuetenango, providing support for 14 months. This role is crucial for ensuring that SAN initiatives are integrated into local planning and budgeting processes, and that community priorities are addressed. The consultant will act as a bridge between community-level initiatives and municipal governance structures, fostering collaboration and ensuring that SAN is a central component of development plans.

Responsibilities

At the Municipal Level, the consultant will support the municipal monitor of SESAN in awareness-raising processes on SAN for members of various municipal and community groups. They will accompany the SESAN monitor in COMUDE and COMUSAN sessions, contributing updated information on proposals and progress in community processes related to SAN. The consultant will support coordination between the SESAN monitor and the SCEP social promoter to jointly promote the inclusion of SAN projects in municipal budgets within the SISCODE framework. They will also assist the SESAN monitor in formulating territorial-based projects for municipal funding and integrating SAN into municipal planning and budgeting instruments, ensuring alignment with community priorities. Support for coordination with COMUSAN and COMUDE is also a key responsibility. At the Community Level, the consultant will accompany the SCEP social promoter and SESAN municipal monitor in formulating and implementing their Community Life Plans (PVC). In coordination with these counterparts, they will support COCODE, COCOSAN, and other community actors in formulating SAN projects, ensuring alignment with PVC priorities. Promoting spaces for articulation between community and municipal actors to ensure SAN actions respond to territorial priorities with cultural relevance and participation is essential. Clear, timely, and understandable feedback on progress and results to communities is also required. Technically and operationally, the consultant will document all community and municipal processes through minutes, reports, and photographs, and prepare progress reports to provide input for action monitoring and decision-making.

Work Experience

At least two years of relevant professional experience in food and nutritional security, community development, or public administration, preferably in a municipal or community context. Experience working with local government structures and community-based organizations is desirable.
