Job Purpose
The Global Programme Division (GPD) plays a central role in driving programme excellence across UNICEF, providing global strategic leadership and policy direction. It develops and monitors frameworks and standards, ensuring coherence across sectors, regions, and partners. GPD generates high-impact, evidence-based solutions and serves as a hub of specialized expertise, offering technical guidance on policy reform and scalable programming. The position is part of the Global Risk Management cash assistance hub, based in the Poverty Centre of Excellence, which provides high-quality, demand-driven technical assistance to Country and Regional Offices, their governments, and partners. This role contributes to UNICEF’s mission by strengthening country-level implementation through integrated technical support, linking global policy with on-the-ground action to deliver results for children at scale.
Responsibilities
The Technical Manager (Cash Based Assistance) will be responsible for providing technical leadership and strategic direction for UNICEF's cash-based assistance programmes. This includes developing and implementing innovative approaches to cash transfers, ensuring alignment with global policies and standards, and contributing to evidence-based solutions. The role involves strengthening country-level implementation through integrated technical support, linking global policy with on-the-ground action to deliver results for children at scale. The Technical Manager will also support the Global Risk Management cash assistance hub and the Poverty Centre of Excellence by providing high-quality, demand-driven technical assistance to Country and Regional Offices, their governments, and partners. Key responsibilities include contributing to policy reform in matters that advance the wellbeing of children, at-scale programme design, public finance, workforce development, institutional strengthening, and timely humanitarian response while promoting resilient development. The position will ensure UNICEF’s support is grounded in practical knowledge and contributes to global policy standards.
Work Experience
A minimum of 8 years of relevant professional experience in programme management, with a significant focus on cash-based assistance and social protection programmes. Experience in humanitarian contexts is desirable.
