Job Purpose
The Chief of Communication, P-5, will lead the Communication and Advocacy Section in Kinshasa, Democratic Republic of Congo. This role is crucial for shaping UNICEF's visibility, fostering partnerships, and enhancing public engagement within a complex humanitarian and development context. The incumbent will be responsible for developing and implementing a clear communication strategy that aligns with UNICEF's mission and the specific needs of the DRC. This includes managing media relations, supporting programme teams with communication efforts, organizing key events like World Children's Day, and spearheading youth engagement on critical issues such as environmental and climate change. The position requires strategic leadership to ensure UNICEF's voice is effectively heard, advocating for children's rights and promoting the organization's work in a country facing immense challenges but also possessing significant potential for positive change.
Responsibilities
Develop and implement a comprehensive communication strategy for UNICEF DRC, ensuring alignment with global and national priorities. Lead and manage the Communication and Advocacy Section, including staff supervision, performance management, and capacity building. Oversee media relations, including proactive engagement with national and international media to enhance UNICEF's visibility and narrative. Support programme sections by providing strategic communication advice and developing compelling content to highlight programme impact and children's needs. Plan and execute major communication campaigns and events, such as World Children's Day, to raise awareness and advocate for children's rights. Lead and coordinate youth engagement initiatives, particularly on environmental and climate change issues, empowering young people to become advocates for their future. Manage the communication budget and ensure efficient resource utilization. Build and maintain strong relationships with government counterparts, civil society organizations, UN agencies, and other partners to foster collaboration and amplify UNICEF's message. Monitor the communication landscape and adapt strategies to address emerging issues and challenges in the DRC. Ensure all communication products and activities adhere to UNICEF's brand guidelines and ethical standards. Provide strategic communication support during humanitarian emergencies. Represent UNICEF in relevant coordination meetings and forums.
Work Experience
A minimum of eight years of professional experience in communication, advocacy, journalism, or a related field, with at least four years at the international level. Experience in a developing country context is highly desirable. Experience in managing communication teams and strategies is essential.
