Job Purpose
The Programme Specialist (Gender and Disability Inclusion) reports to the Deputy Representative - Programme. This role provides expert technical advice and operational support to country office colleagues and internal/external partners to ensure gender, disability, and adolescent development and participation are integrated into UNICEF’s advocacy, policies, programmes, and humanitarian work. The Specialist supports country office programming processes, ensuring alignment with the Convention on the Rights of the Child, international treaties, and UN intergovernmental bodies. This position is crucial for advancing adolescent development and participation, gender equality, and disability inclusion within UNICEF's operational framework in Indonesia.
Responsibilities
The incumbent will be responsible for Country Programme development and planning, including updating situation analyses of adolescents, conducting assessments for age, disability, and sex-disaggregated data, and developing evidence-based data for UNICEF’s advocacy and programming. They will assess national/regional/international development priorities to identify opportunities for enhancing services and achieving objectives on adolescent development, participation, and gender equality, coordinating with various sectors. The Specialist will participate in CO programme formulation, planning, and preparation, providing input on integrating cross-sectoral policies and frameworks for adolescent development, disability inclusion, and gender equality, ensuring alignment with UNICEF’s Strategic Plans and the UN Sustainable Development Cooperation Framework. They will establish specific goals, objectives, strategies, and implementation plans for adolescent development and participation programmes using results-based management (RBM) methodology. Collaboration with colleagues, partners, and stakeholders will be key to enhancing adolescent rights realization, especially for adolescent girls, and promoting partnerships. The Specialist will ensure adolescent and child voices are systematically considered in the programme cycle and provide authoritative technical guidance for managing and delivering results contributing to gender equality. Support will also be provided for assessing and identifying adolescent, disability, and gender needs for emergency preparedness and response. Furthermore, the role involves programme management, monitoring, and delivery of results, including collaborating on monitoring and evaluation initiatives to establish benchmarks and performance indicators.
Work Experience
At least two years of professional experience in programme development, management, and implementation in gender, disability inclusion, or adolescent development. Experience working with UN agencies or international organizations is an asset.
