Job Purpose
The Programme Specialist (Gender and Disability Inclusion) reports to the Deputy Representative - Programme. This role provides expert technical advice and operational support to country office colleagues, internal and external partners, and stakeholders. The Specialist ensures that gender, disability, and adolescent development and participation, as established by international treaties and UN bodies, are integrated into UNICEF’s advocacy, policies, programmes, and humanitarian work. The position aims to enhance the delivery of services and achievement of objectives related to adolescent development, participation, and gender equality, working across various sectors to promote the rights of all children, especially adolescent girls.
Responsibilities
The incumbent is responsible for Country Programme development and planning, including updating situation analyses of adolescents, conducting assessments for evidence-based data disaggregated by age, disability, and sex, and developing policies and frameworks. They will assess national and international development priorities to identify opportunities for enhancing services and achieving objectives on adolescent development, participation, and gender equality, coordinating with various sectors. The Specialist will participate in programme formulation and planning, providing input on integrating cross-sectoral policies and frameworks, ensuring alignment with UNICEF's Strategic Plans and the UN Sustainable Development Cooperation Framework. They will establish goals, objectives, and implementation plans using results-based management, prepare documentation for programme review, and collaborate with partners to enhance adolescent rights realization. The role also involves ensuring adolescent voices are considered in the programme cycle, providing technical guidance for gender equality alignment, and supporting needs assessments for emergency preparedness and response. Additionally, the Specialist will manage, monitor, and deliver results on gender, disability, and adolescent development programmes, establishing benchmarks and performance indicators.
Work Experience
A minimum of five years of professional experience in programme development, management, and implementation, with a focus on gender, disability inclusion, and adolescent development. Experience in a developing country context is desirable.
