Organizational Context

The Assistant Programme Officer supports the implementation of protection and solutions strategies within available resources, coordinating with other sections for harmonized programmatic approaches. The role emphasizes working with partners, including displaced persons, governmental institutions, and the private sector, aligning with UNHCR's Strategic Directions and Global Compact for Refugees.

Job Purpose

The Assistant Programme Officer supports the provision of programmatic guidance and support for the implementation of protection and solutions strategies, ensuring alignment with available resources and UNHCR's strategic priorities. The incumbent plays a key role in coordinating with various sections to achieve harmonized programmatic approaches throughout the UNHCR Operations Management Cycle. This involves working collaboratively with partners, including forcibly displaced and stateless persons, governmental institutions, and the private sector, to ensure programme management adheres to UNHCR’s Strategic Directions, Global Strategic Priorities (GSPs), the Global Compact for Refugees (GCR), and corporate positions on Sustainable Development Goals (SDGs). The role is expected to embrace the multi-functional team (MFT) approach, ensuring stakeholder participation in all phases of the Program Management Cycle, and upholding UNHCR's core values and accountability framework.

Responsibilities

- Support the participatory assessment and analysis of needs of forcibly displaced and stateless persons, utilizing an Age, Gender, and Diversity (AGD) perspective for planning. - Provide programmatic support in developing multi-year protection and solutions strategies and annual plans, aligning with corporate priorities. - Assist in Results Based Management and enhancing programme capacity in response to evolving requirements, programming approaches, and identified gaps. - Aid the planning process, ensuring compliance with parameters outlined in the Programme Manual and planning instructions. - Contribute to the review and analysis of plans, mid-year, and year-end reports from UNHCR offices, ensuring quality assurance and adherence to policies, guidelines, procedures, and standards. - Assist in broadening partnerships with key stakeholders to enhance the protection and solutions response for displaced and stateless persons. - Contribute to the effective application of the framework for implementing with partners, including partner selection, agreement management, project performance monitoring, and audits. - Help ensure consistent monitoring approaches, tools, and systems within the Area of Responsibility, in line with global standards. - Actively participate in UNHCR's programming community of practice and contribute to improving programming tools and processes. - Identify potential gaps and problems, recommending solutions in cooperation with relevant sections for efficient programme activity implementation. - Assist in the timely and effective follow-up of audit observations and recommendations related to programmatic issues. - Support risk identification and management, seeking opportunities that impact objectives, and ensuring risk-based decision-making.

Work Experience

Essential: Demonstrated experience in programme management, including familiarity with the Operations Management Cycle (OMC) and Results-Based Management. Experience in field operations, understanding the centrality of protection in programming, Joint Needs Assessments, and targeting principles. Desirable: Experience in inter-agency coordination, refugee/humanitarian contexts, and program management training/capacity building.
