Organizational Context

The Programme Associate operates under the guidance of senior programme staff, adhering to UNHCR Manual, Operations Plans, and financial regulations. They are expected to stay updated on operational challenges, UN reforms, and institutional developments, maintaining contacts with internal and external stakeholders to gather information and monitor programme activities.

Job Purpose

The Programme Associate's primary role is to support the assessment and analysis of the needs of persons of concern, using an Age, Gender, and Diversity (AGD) perspective for planning. They assist in developing and managing partner networks, ensuring proper partner selection, due diligence, and timely establishment of partnership agreements. The role involves providing technical advice and support to field operations, monitoring partnership agreements, and ensuring compliance with UNHCR guidelines and procedures. This includes supporting the implementation of MFT monitoring plans for both direct and partner-implemented activities, contributing to the quality assurance of operations plans and reports, and generating data on implementation rates and expenditures.

Responsibilities

The Programme Associate supports the assessment and analysis of needs of persons of concern using a participatory approach and an Age, Gender, and Diversity (AGD) perspective. They assist in managing partner networks, fostering good coordination practices, and building partner capacities for programme management. This includes organizing and documenting partner selection processes according to policy, ensuring due diligence for project requirements. The role provides technical advice to the field to ensure timely establishment, monitoring, and reporting of partnership agreements in compliance with guidelines. Support is given to the implementation and performance of partnership agreements through field visits and monitoring, reviewing performance and financial reports. The incumbent supports the development and implementation of MFT monitoring plans for all activities, ensuring quality assurance and compliance with policies and standards. They generate and maintain records of implementation rates (performance progress and expenditures) and follow up on changes in results chains, indicators, and budgets to measure programme performance and enhance data quality. Compliance with audit certificate issuance for partners is also monitored. The role provides technical advice and training on resource allocation and other programmatic issues, utilizing UNHCR's corporate tools for planning, budgeting, implementation, and reporting to generate data for evidence-based decisions. Support is provided to UNHCR's programming community of practice and continuous improvement of tools and processes. Risk identification and management are key, with a focus on seizing opportunities impacting objectives and ensuring risk-based decision-making.

Work Experience

Demonstrated experience in programme management, Operation Management Cycle, and related processes. Knowledge of Results-Based-Management. Computer skills including advanced Excel skills (pivot tables, data management).
