Organizational Context

Job Purpose

The Associate Programme Officer will support the Programme Unit in the implementation of UNHCR's mandate and objectives in Mozambique. This role involves assisting in the planning, coordination, and monitoring of various refugee assistance programmes and projects. The incumbent will contribute to ensuring that programmes are aligned with UNHCR's global strategies and national priorities, focusing on protection, solutions, and operational support. Key responsibilities include contributing to programme development, resource mobilization, and reporting, as well as fostering partnerships with government counterparts, implementing partners, and other stakeholders to enhance the effectiveness and impact of UNHCR's operations in the region. The position requires a proactive approach to identifying needs, challenges, and opportunities for programme improvement and innovation.

Responsibilities

Under the direct supervision of the Senior Programme Officer or Programme Officer, the Associate Programme Officer will undertake the following duties: 1. Assist in the development and implementation of UNHCR's programme in Mozambique, ensuring alignment with the country strategy and global priorities. 2. Support the monitoring and evaluation of programme activities, including field visits, data collection, and analysis to assess progress against objectives and identify areas for improvement. 3. Contribute to the preparation of programme reports, including donor reports, internal situation reports, and other relevant documentation, ensuring accuracy and timeliness. 4. Facilitate coordination and collaboration with implementing partners, government authorities, UN agencies, and other stakeholders to ensure effective programme delivery and coherence. 5. Assist in the identification of programmatic needs and challenges, and contribute to the development of innovative solutions and best practices. 6. Support the management of programme budgets and financial reporting, ensuring compliance with UNHCR financial rules and regulations. 7. Participate in inter-agency coordination mechanisms and contribute to joint programming initiatives. 8. Provide support in the area of resource mobilization, including the preparation of funding proposals and engagement with potential donors. 9. Contribute to capacity building initiatives for implementing partners and UNHCR staff related to programme management. 10. Perform other related duties as required to support the overall objectives of the Programme Unit.

Work Experience

Minimum of two years of relevant professional experience in programme management, humanitarian affairs, or development work, preferably within a UN or international organization context.
