Organizational Context

The Assistant Field Officer is supervised by the Senior Field Coordinator or Field Officer, or Head of Sub-Office/Field Office. They interact daily with staff in field offices and country/regional offices, and liaise with local authorities, NGOs, and UN agencies on matters of common interest. All staff are accountable for their duties, adhering to UNHCR's regulatory framework and core values.

Job Purpose

The Assistant Field Officer's primary role is to assess the needs of persons of concern within their Area of Responsibility (AoR) and to contribute to the formulation of project submissions in collaboration with district authorities and implementing partners. This involves promoting and monitoring the implementation of assistance projects, and reporting on the flow of new arrivals, estimating future influxes based on interviews. The incumbent will also assist in the reception, registration, and provision of assistance to persons of concern, in coordination with implementing partners. They will track detention cases, register applicants for voluntary repatriation and family reunion, and contribute to monthly sectoral reports and periodic project monitoring reports. Furthermore, the role involves submitting recommendations for protection interventions and negotiating with local counterparts, partners, and populations of concern to ensure effective program delivery and support.

Responsibilities

The Assistant Field Officer is responsible for assessing the needs of persons of concern within their Area of Responsibility (AoR) and collaborating with district authorities and implementing partners to formulate project submissions. They will actively promote and monitor the implementation of assistance projects, ensuring they align with UNHCR's objectives. Regular reporting on the rate of new arrivals and estimating expected influxes based on interviews with persons of concern is crucial. In coordination with implementing partners, the incumbent will assist in the reception, registration, and provision of essential assistance to persons of concern. This includes meticulously tracking cases of detention and registering applicants for voluntary repatriation and family reunion. The role also entails assisting in the preparation of monthly sectoral reports and providing material for periodic project monitoring reports and year-end reports. Submitting recommendations for necessary protection interventions to the designated officer is a key function. The Assistant Field Officer will engage in negotiations with local authority counterparts, partners, and populations of concern to facilitate UNHCR's operations. Additionally, they must support the identification and management of risks, seeking opportunities that impact objectives within their area of responsibility, and ensuring risk-based decision-making. Any identified risks, issues, or concerns must be promptly raised to a supervisor or relevant colleague. The incumbent will also perform other related duties as required to support the overall mission.

Work Experience

1 year of relevant experience with an undergraduate degree, or no experience with a graduate or doctorate degree. Field experience, knowledge of refugee law, and good knowledge of UNHCR's programmes are desirable.
