Programme Associate
Organizational Context
The Programme Associate operates under the guidance of senior programme staff, adhering to UNHCR Manual, Operations Plans, and UN/UNHCR financial regulations. They engage with internal and external stakeholders to gather information, monitor activities, and fulfill administrative requirements, fostering collaboration within a multi-functional team approach.
Job Purpose
The Programme Associate supports the planning, implementation, and monitoring of UNHCR's programmes, with a focus on needs assessment, partner management, and resource allocation. They ensure activities align with operational plans and programming instructions, contributing to evidence-based decision-making through the use of corporate tools. The role involves risk management, identifying and mitigating potential issues impacting programme objectives, and ensuring compliance with established policies and procedures. They also play a role in capacity building for partners and contribute to the continuous improvement of programming tools and processes, ensuring effective programme delivery and accountability.
Responsibilities
Support the assessment and analysis of needs for persons of concern using an Age, Gender, and Diversity (AGD) perspective. Assist in developing and managing a network of partners, ensuring good coordination and capacity building. Organize and document partner selection processes according to policy, conducting due diligence. Provide technical advice to field operations for timely establishment and monitoring of partnership agreements, reviewing performance and financial reports. Support the implementation of monitoring plans for both direct and partner-implemented activities. Contribute to the review and analysis of operations plans and reports, ensuring quality and compliance. Generate and maintain records of implementation rates (performance and expenditures). Follow up on changes in results chains, indicators, and budgets to measure programme performance. Ensure compliance with audit certificate issuance for partners. Provide technical advice and training on resource allocation and programmatic issues. Utilize UNHCR's corporate tools for planning, budgeting, implementation, and reporting. Support the identification and management of risks and opportunities impacting the area of responsibility, escalating concerns as needed. Perform other required duties.
Work Experience
Demonstrated experience in programme management, the Operation Management Cycle, and related processes. Knowledge of Results-Based Management. Proficient computer skills, including advanced Excel for data management.
