Job Purpose

The Fuel Logistics Coordinator will be responsible for overseeing and managing all aspects of fuel procurement, storage, distribution, and consumption within UNHCR operations. This role is critical in ensuring the uninterrupted supply of fuel for essential activities, including transportation, power generation, and heating, particularly in challenging operational environments. The coordinator will develop and implement strategies to optimize fuel logistics, minimize waste, and ensure compliance with safety and environmental regulations. They will also be responsible for managing fuel budgets, tracking expenditures, and reporting on fuel-related activities. The position requires close collaboration with various internal departments and external partners to ensure efficient and cost-effective fuel management, thereby supporting the overall mission of UNHCR in assisting displaced populations.

Responsibilities

Develop and implement comprehensive fuel logistics strategies and operational plans to ensure a consistent and reliable supply of fuel for all UNHCR activities. Oversee the entire fuel supply chain, from procurement and tendering to transportation, storage, and final distribution to end-users. Manage fuel inventory levels, monitor consumption patterns, and implement measures to prevent stockouts and minimize wastage. Ensure compliance with all relevant safety, environmental, and security regulations pertaining to fuel handling, storage, and transportation. Develop and maintain strong relationships with fuel suppliers, transportation providers, and other relevant stakeholders to secure competitive pricing and ensure timely delivery. Prepare and manage the fuel budget, track all expenditures, and provide regular financial reports on fuel-related costs. Implement and oversee fuel management systems and tools for accurate data collection, analysis, and reporting on fuel usage, costs, and efficiency. Conduct regular assessments of fuel infrastructure and equipment, identifying needs for maintenance, repair, or replacement. Provide training and guidance to staff involved in fuel handling and management to ensure adherence to best practices and safety standards. Respond to fuel-related emergencies and develop contingency plans to mitigate disruptions to operations. Collaborate with program teams to forecast fuel needs and ensure adequate supply for ongoing and planned activities. Monitor market trends and pricing for fuel to inform procurement strategies and identify cost-saving opportunities.

Work Experience

Minimum of 3 years of progressive experience in fuel logistics, supply chain management, or a related field, preferably within an international organization or humanitarian context. Experience in managing fuel procurement, storage, and distribution is essential.
