Senior Human Resources Assistant
Organizational Context
The Senior Human Resources Assistant will function under the direct supervision of the Administrative or Human Resources Officer. This role assists in personnel administration, recruitment, appointment processes, and performance management for staff within the area of responsibility. All staff must adhere to UNHCR's regulatory framework, policies, and core values.
Job Purpose
The Senior Human Resources Assistant plays a crucial role in supporting the Human Resources Officer with comprehensive personnel administration. This involves managing the entire lifecycle of local service staff, from recruitment and appointment to reassignment and separation. The position requires meticulous processing of contracts, entitlements, and benefits in strict adherence to Staff Rules and established HR procedures. A key responsibility is maintaining accurate personnel information, particularly within the MSRP/HR module. Furthermore, the incumbent will provide essential guidance to staff regarding their rights, obligations, and benefits, interpreting complex UN/UNHCR rules. The role also extends to assisting newly arrived international staff with administrative formalities, travel, and accommodation, as well as coordinating the shipment of personal effects. Administering the medical insurance plan and supporting staff during medical or security evacuations are also vital functions, alongside maintaining attendance, leave, and overtime records. The position requires initiating payments for various personnel-related claims and drafting routine HR correspondence for approval.
Responsibilities
Assist in the recruitment, assignment, reassignment, and separation of local service staff, including preparing interview panel documentation. Process local staff contracts, entitlements, and benefits according to Staff Rules and HR procedures. Update personnel information in the MSRP/HR module. Advise staff on their rights, obligations, benefits, and entitlements, and interpret UN/UNHCR staff rules. Assist newly-arrived international staff with accreditation, security passes, form submissions, travel, and hotel reservations. Coordinate the shipment of personal effects with the logistics section. Administer the UNHCR medical insurance plan for locally recruited staff. Provide administrative support for medical and security evacuations, maintaining daily tracking records of staff and families. Maintain office personnel records, including attendance, overtime, and leave. Initiate calculations for payments related to travel claims, overtime, hazard pay, MIP reimbursements, and evacuation costs. Initiate routine HR correspondence for approval. Support risk management by identifying and managing risks and seizing opportunities impacting objectives, ensuring risk-based decision-making and reporting concerns to supervisors. Perform other related duties as required.
Work Experience
2 years of relevant experience with a High School Diploma, or 1 year of relevant experience with a Bachelor's degree or higher. Experience with UNHCR administrative procedures and exposure to support services in an international organization is essential. Field experience with UNHCR or other humanitarian organizations and experience with PeopleSoft/MSRP are desirable.
