Job Purpose
The Assistant Information Management Officer plays a crucial role in supporting UNHCR's operations by ensuring the accurate production and dissemination of information concerning the population of concern. This includes managing data related to protection and program activities. The incumbent will operationalize data standards in field operations, compile and analyze data, and provide support to program and protection teams. This involves assisting in the selection of monitoring indicators for sub-agreements and supporting the operationalization of protection monitoring systems. The role is essential for effective data management, analysis, and reporting, which are vital for UNHCR's mandate and operational effectiveness in assisting displaced populations.
Responsibilities
The Assistant Information Management Officer is responsible for operationalizing country-specific common data standards and promoting their adoption with partners, including UNHCR's own data standards and the IASC Common Operational Datasets. This involves compiling, aggregating, and analyzing data and information elements necessary for producing standardized information products and implementing data collection plans for baseline and context-specific data. The role includes supporting the operation in the analysis of processed data and information, performing data quality and consistency checks, and facilitating the analysis of cross-border information between relevant countries. Additionally, the incumbent will assist in training staff involved in information management activities, including data collection and entry teams, and support the use of geographic data for map production and Geographic Information Systems (GIS). Sharing UNHCR data with partner agencies and maintaining Portal data and information according to agreed frequencies are also key responsibilities. The officer will provide technical Information Management support to Needs Assessment processes, particularly in data collection, processing, collation, and analysis. Liaising with partners, representing UNHCR in relevant meetings, and providing recommendations on technical information management requirements are also part of the role. The position also involves assisting in training data entry and collection teams and managing risks impacting the area of responsibility.
Work Experience
Minimum of 1 year of relevant experience for those with an undergraduate degree. Experience with handling confidential data and understanding different data collection methodologies is essential. Experience with relevant software like ArcGIS, Mapinfo, SPSS, EpiInfo6, SQL Server, and/or proGres is desirable. Experience with HTML, PHP, ASP, and/or Java is an asset.
