HR Associate

Job Purpose
The Human Resources Associate supports the UNHCR's People Strategy and HR transformation by contributing to operational support, workforce planning, assignments, talent acquisition, organizational culture changes, HR policy implementation, and duty of care. The role involves maintaining confidentiality of HR information to protect the organization and its workforce. Typically supervised by an HR Officer, this position may involve supervising General Service staff and requires independent work on regular assignments, assisting the supervisor with personnel administration and other HR-related matters. The incumbent will also liaise with various units within the Division of Human Resources (DHR), ensuring all duties are performed in line with UNHCR's regulatory framework, policies, and core values of professionalism, integrity, and respect for diversity.
Responsibilities
The Human Resources Associate is responsible for implementing HR operational activities to ensure timely HR solutions. This includes administering recruitment, assignments, and separations of local staff in accordance with UN/UNHCR rules, updating personnel records in systems like Workday, and assisting with affiliate workforce procedures. The role contributes to workforce planning and fosters a customer-service-oriented HR culture. Compliance with UNHCR's HR policies and UN staff regulations is essential. In talent acquisition, the associate participates in local staff recruitment, including issuing vacancy notices, arranging tests/interviews, and preparing submissions for the Assignments Committee. They also assist in outreach campaigns for diverse applicants and track recruitment activities. The associate advises staff on rights and obligations, answers queries, and helps onboard/offboard colleagues. They assist in implementing HR initiatives for culture change, promoting good people management, gender, inclusion, and diversity. For duty of care, the associate assists with security and medical evacuations, maintains staff tracking records, and administers the medical insurance plan for locally recruited staff. They also identify and manage risks, and perform other related duties as required.
Work Experience
Essential: Experience in Human Resources, including knowledge of general HR policies, processes, and systems. Desirable: Experience with HR IT systems, the United Nations, and in a multi-cultural setting.
