Senior Monitoring and Evaluation Assistant

Organizational Context

The Senior Monitoring and Evaluation (M&E) Assistant supports the generation and use of evidence on UNHCR's results and the situation of people of concern for planning, reporting, and advocacy. They assist in coordinating evaluations and using assessment and monitoring data for decision-making, working closely with various UNHCR units and external stakeholders.

Job Purpose

The Senior Monitoring and Evaluation (M&E) Assistant plays a crucial role in enhancing UNHCR's evidence-based approach to programming and advocacy. This position supports the development and implementation of robust M&E plans, ensuring the collection and analysis of reliable data on UNHCR's results and the situation of persons of concern. The incumbent assists in coordinating evaluations, promoting participatory approaches, and ensuring that M&E frameworks and tools are coherent and aligned with UNHCR's policies and procedures. By facilitating communication between country operations and regional/HQ evaluation teams, and by compiling an evidence base, the assistant contributes to informed decision-making, effective data use for programming, reporting, and advocacy, and supports the design and delivery of M&E training initiatives.

Responsibilities

The Senior Monitoring and Evaluation (M&E) Assistant is responsible for assisting in the development of multi-year M&E plans and leveraging integrated M&E tools. They support Results Managers in selecting and developing relevant indicators, documenting methodologies, and enhancing data-driven decision-making. The role involves coordinating primary data collection exercises like assessments and monitoring surveys, and promoting participatory approaches with communities and partners. The assistant helps develop coherent M&E frameworks and tools, coordinates with stakeholders on various initiatives, and supports quality assurance for country-level evaluations, ensuring alignment with UNHCR's Evaluation Policy. They facilitate communication between country operations and regional/HQ evaluation teams, compile and maintain an evidence base of data, and assist in translating data into actionable insights for senior management. Additionally, the incumbent assists in designing and delivering M&E training, ensures compliance with UNHCR policies and ethical standards, and supports risk management within their area of responsibility.

Work Experience

Experience in planning and implementing monitoring systems, managing or conducting evaluations within the UN system in humanitarian or development contexts. Experience in setting up monitoring systems and rolling out M&E frameworks aligned with corporate results-based management. Experience coordinating diverse internal and external stakeholders in a cross-cultural professional environment.
