CBI Associate
Organizational Context
The CBI Associate is supervised by a professional staff member, working with general guidance and workplans. The incumbent operates with considerable independence, potentially supervising support staff. Contacts are primarily with internal colleagues for information exchange and work plan discussions, and externally with national and local authorities for data gathering and exchange.
Job Purpose
The CBI Associate is responsible for managing, maintaining, and providing technical support for databases utilized in cash-based interventions (CBI). This role involves generating statistical reports, preparing accurate beneficiary lists for regular assistance via bank ATM/IRIS systems, and assisting in the development and administration of UNHCR's Regular CBI database. The incumbent will also support the monthly reconciliation and refund process for cash assistance projects, prepare detailed reports on cash assistance provided to refugees, and ensure beneficiary lists are updated, free of duplication, and facilitate timely cash delivery. A key aspect is maintaining relationships with partners to ensure smooth information flow between databases and assisting in training staff and partners on database usage. The role also requires executing data protection standards, troubleshooting database issues, and informing relevant units about vulnerable cases requiring financial assistance.
Responsibilities
The CBI Associate will manage the use, maintenance, and technical support of databases for cash-based interventions, generating statistical reports and ad-hoc reports as needed. They will prepare and administer accurate beneficiary lists for regular assistance through bank ATM/IRIS systems, and assist in developing and administering the UNHCR Regular CBI database. Responsibilities include assisting with monthly reconciliation and refund processes for cash assistance projects, preparing detailed reports on cash assistance provided to refugees, and ensuring cash lists are updated, free of duplications, and that cash assistance is delivered timely. The role involves cross-checking databases to confirm active beneficiary cases and maintaining relationships with partners to facilitate information flow between databases. Additionally, the incumbent will assist in training internal staff and partners on database usage, execute data protection standards, troubleshoot database issues, and work with internal teams to provide technical fixes. They will inform and act on reports regarding vulnerable cases needing financial assistance, support coordination with partners on beneficiary lists, and undertake missions to monitor cash projects. The Associate will represent UNHCR at cash-assistance meetings, liaise with internal stakeholders and partners, and develop improvements to the database and workflows, escalating unresolved issues to the supervisor. Risk management, including identification and management of risks and opportunities impacting the area of responsibility, is also a key duty.
Work Experience
Minimum of 3 years of relevant experience with a High School Diploma, or 2 years with a Bachelor's degree or higher. Essential previous data management experience, preferably in a CBI context, excellent knowledge of computer software and database applications, and experience with Microsoft SQL Server (2005 or later).
