Organizational Context

The Livelihood and Economic Inclusion Associate will support UNHCR's strategic vision to align livelihoods and economic inclusion efforts with the Global Compact on Refugees. This involves mobilizing diverse actors and adopting a whole-of-society approach to enhance refugee self-reliance and ease pressure on host countries. The role fosters collaboration with partners, government, private sector, and financial institutions to improve economic inclusion for both refugees and host communities.

Job Purpose

The Livelihood and Economic Inclusion Associate, reporting to the (Senior) Livelihood and Economic Inclusion Officer, is responsible for operationalizing UNHCR's strategy to integrate livelihoods and economic inclusion initiatives with the Global Compact on Refugees. This includes fostering self-reliance among persons of concern (PoC) and host communities by building partnerships with UNHCR livelihoods partners, government agencies, the private sector, and financial service providers. The role aims to enhance economic inclusion and explore collaborations with other UNHCR areas like protection, education, and partnerships. A key function is documenting best practices, results, and generating knowledge by working with UNHCR databases and facilitating information sharing among stakeholders. The Associate will also engage refugees of diverse backgrounds, ensuring stakeholders understand the potential of economic inclusion and communicating opportunities to PoC.

Responsibilities

The Livelihood and Economic Inclusion Associate will explore and establish partnerships with relevant stakeholders to enhance the economic inclusion of UNHCR's Persons of Concern (PoC). This involves collaborating with economic development agencies to adapt programs, working with the private sector to integrate PoC into labor forces and supply chains, and partnering with financial service providers for enhanced financial inclusion. The Associate will also work with public and private service providers to include PoC in support services such as business development, micro-finance, training, and social protection. A crucial duty is to collaborate with the multi-functional team, particularly the Protection Unit, to gather information on the legal framework for the right to work. The role includes supporting socioeconomic and wealth ranking surveys to inform targeting and program engagement, and participating in impact assessments on local economies to identify investment opportunities. If UNHCR implements specific livelihood activities, the Associate will provide technical assistance to ensure they are market-based and strategically aligned with UNHCR's comparative advantage. Liaising with partners and authorities on livelihood issues, preparing field reports with recommendations, and managing risks and opportunities within the area of responsibility are also key duties. The incumbent will raise risks and issues to supervisors and perform other related duties as required.

Work Experience

Minimum of 3 years of relevant experience with a High School Diploma, or 2 years of relevant experience with a Bachelor's degree or higher. Experience in facilitating economic inclusion of vulnerable groups, working with private sector, NGOs, UN organizations, development actors, and government authorities in livelihood-related sub-sectors is essential.
