Organizational Context
The Assistant M&E Officer supports the generation and use of evidence on UNHCR's results and the situation of people of concern for planning, reporting, and advocacy. They assist in coordinating evaluations and using assessment data for decision-making, collaborating with internal teams and external stakeholders.
Job Purpose
The Assistant Monitoring & Evaluation (M&E) Officer plays a crucial role in supporting the creation and utilization of credible evidence regarding UNHCR's performance and the circumstances of the individuals it serves. This evidence is vital for effective planning, accurate results reporting, and impactful advocacy efforts. The incumbent will assist in ensuring consistent monitoring methodologies across operations, support the coordination of evaluations, and facilitate the use of assessment and monitoring data to inform decision-making processes. By working closely with Planning Coordinators, Results Managers, Information Management colleagues, and other M&E professionals, the Assistant M&E Officer contributes to a robust results-based management cycle and the development of multi-year strategies, ensuring that UNHCR's interventions are data-driven and responsive to the needs of forcibly displaced and stateless people.
Responsibilities
The Assistant M&E Officer will support the development, budgeting, implementation, review, and refinement of multi-year M&E plans, utilizing integrated M&E tools and approaches. They will provide technical advice to Results Managers on selecting and developing indicators, defining means of verification, setting baselines and targets, and reporting progress, ensuring coherent results chains and accurate data use. The role involves advising on harmonized data collection methodologies for quantitative and qualitative data, supporting consistent practices across the operation in collaboration with relevant teams. The incumbent will assist in coordinating primary data collection exercises like assessments and monitoring surveys, promoting streamlined processes and integration opportunities. They will support participatory approaches in M&E activities, engaging communities and partners. Furthermore, the Assistant M&E Officer will help ensure coherence in M&E frameworks and tools by coordinating with stakeholders on initiatives like UNSDCF, HRP, and RRP, and may represent UNHCR in external forums. Support will be provided in identifying evaluation opportunities, ensuring quality assurance, and fostering ownership of findings. The role includes managing evaluation-related data, facilitating joint reviews to translate data into actionable insights for senior management, and contributing to adaptive management practices. The Assistant M&E Officer will also support the design and delivery of M&E training and learning initiatives for staff and partners, promoting continuous improvement and innovation, and ensuring M&E processes comply with UNHCR policies, standards, and ethical considerations. Staying informed about global, regional, and country-specific developments is also a key responsibility, along with identifying and managing risks and opportunities impacting the area of responsibility.
Work Experience
One year of relevant experience with an undergraduate degree. Experience in planning, implementing monitoring systems, and conducting evaluations in humanitarian or international development contexts is essential. Experience with results-based management frameworks and coordinating diverse stakeholders is also required.
