Programme Coordinator
Organizational Context
The Programme Officer, reporting to the Senior Program Officer, provides programmatic guidance and support for protection and solutions strategies within available resources. They coordinate with other units for harmonized approaches, working with partners including displaced persons, governmental institutions, and the private sector, aligning with UNHCR's Strategic Directions and Global Compact for Refugees.
Job Purpose
The Programme Officer is responsible for providing programmatic guidance and support to implement protection and solutions strategies effectively within UNHCR's operational framework. This involves coordinating with various sections to ensure harmonized programmatic approaches throughout the UNHCR Operations Management Cycle. The role requires working collaboratively with partners, including forcibly displaced and stateless persons, governmental institutions, and the private sector, ensuring that programme management aligns with UNHCR's Strategic Directions, Global Strategic Priorities, the Global Compact for Refugees, and corporate positions on Sustainable Development Goals. The incumbent will operate within the multi-functional team approach, ensuring stakeholder participation in all phases of the Program Management Cycle, and will be accountable for their duties in line with UNHCR's regulatory framework and core values.
Responsibilities
Support the assessment and analysis of needs of forcibly displaced and stateless persons using a participatory approach with an Age, Gender, and Diversity perspective. Provide programmatic support for developing multi-year protection and solutions strategies and annual plans, aligning with corporate priorities. Enhance Results-Based Management and programme capacity in response to evolving requirements and identified gaps. Support the planning process in compliance with the Programme Manual and planning instructions. Review and analyze office plans, mid-year, and year-end reports for quality assurance and adherence to policies and standards. Broaden partnerships with key stakeholders to maximize protection and solutions responses. Ensure consistent application of the framework for implementing with partners, including partner selection, agreement management, and risk-based project monitoring and audits. Contribute to consistent monitoring approaches, tools, and systems aligned with global standards. Identify potential gaps and problems, recommending solutions for efficient programme activity implementation. Oversee timely follow-up on audit observations and recommendations related to programmatic issues. Support the identification and management of risks, seizing opportunities impacting objectives, and ensuring risk-based decision-making. Raise risks, issues, and concerns to supervisors or relevant colleagues. Perform other related duties as required.
Work Experience
Minimum of 6 years of relevant experience. Demonstrated experience in programme management, including familiarity with the Operations Management Cycle (OMC) and Results-Based Management. Experience in field operations, understanding the centrality of protection in programming, Joint Needs Assessments, and targeting principles.
