Organizational Context
The Senior Livelihood and Economic Inclusion Associate will operate under the direct supervision of the Livelihood and Economic Inclusion Officer. Job Purpose
The Senior Livelihood and Economic Inclusion Associate is responsible for supporting the operationalization of UNHCR's strategic vision for livelihoods and economic inclusion, aligning these efforts with the Global Compact on Refugees (GCR). This involves fostering a whole-of-society approach to enhance refugee self-reliance and alleviate pressure on host countries. The role requires close collaboration with UNHCR partners, government agencies, the private sector, and financial service providers to improve economic inclusion and self-reliance for both persons of concern (PoC) and host community members. The incumbent will actively seek opportunities for synergy with other UNHCR sectors such as protection, education, cash assistance, partnerships, research, GBV, solutions, and complementary pathways. A key aspect of the role is documenting best practices, results, and generating knowledge by leveraging UNHCR databases and facilitating information sharing among humanitarian, developmental, and governmental stakeholders. The associate will also play a role in mobilizing refugees and ensuring stakeholders understand the potential of economic inclusion, communicating opportunities effectively.
Responsibilities
The Senior Livelihood and Economic Inclusion Associate will explore and develop partnerships with line ministries, the private sector, and development actors to facilitate the economic inclusion of refugees, in line with UNHCR policies and the Global Compact on Refugees. This includes advocating for the inclusion of UNHCR PoC in support services like business development, micro-finance, training, and savings accounts. When UNHCR implements specific livelihood activities, the associate will provide technical assistance to ensure they are market-based and strategically aligned with UNHCR's comparative advantage. Coordination with other UNHCR sectors, such as energy, child protection, gender, community services, and education, is essential to integrate protection safeguards and innovative practices into livelihood work plans. The role involves utilizing UNHCR databases to support regular information sharing and coordination among humanitarian, developmental, and governmental stakeholders, including assisting with socioeconomic and wealth ranking surveys using community-based strategies for program targeting and monitoring. The associate will evaluate concept notes and project documents to ensure compliance with UNHCR quality standards and regulations before senior management approval. Additionally, the role includes identifying and managing risks, seizing opportunities related to livelihood objectives, and reporting any risks, issues, or concerns to supervisors. Performing other related duties as required is also part of the responsibilities.
Work Experience
Essential experience includes facilitating economic inclusion for vulnerable and marginalized groups in collaboration with internal and external stakeholders, preferably in diverse field contexts. Experience working with private sector, NGOs, UN organizations, development actors, and government authorities in livelihood-related sub-sectors such as financial inclusion, employment, entrepreneurship, private sector development, local economic development, poverty reduction, agriculture, livestock, and vocational training is also essential.
