Organizational Context
The Assistant Field Officer is supervised by the Senior Field Coordinator or Field Officer, reporting to the Head of Sub-Office/Field Office. The role involves daily contact with field office staff, country/regional office units, and liaising with local authorities, NGOs, and UN agencies to discuss common interests. All staff are accountable for their duties within UNHCR's regulatory framework.
Job Purpose
The Assistant Field Officer's primary purpose is to assess the needs of persons of concern within their Area of Responsibility (AoR) and to collaborate with district authorities and implementing partners in formulating project submissions. This role is crucial for promoting and monitoring the implementation of assistance projects, ensuring that aid reaches those in need effectively. The incumbent will also be responsible for reporting on the flow of new arrivals and estimating future influxes based on direct interviews. A key aspect of the job involves coordinating with implementing partners to facilitate the reception, registration, and provision of essential assistance to persons of concern. Furthermore, the Assistant Field Officer will maintain records of detention cases, manage applications for voluntary repatriation and family reunion, and contribute to various reporting requirements, including monthly sectoral reports and periodic project monitoring reports.
Responsibilities
The Assistant Field Officer is responsible for assessing the needs of persons of concern within their Area of Responsibility (AoR) and formulating project submissions in collaboration with district authorities and implementing partners. They will promote and monitor the implementation of assistance projects, ensuring they align with UNHCR's objectives. Regular reporting on the rate of new arrivals and estimating expected influxes based on interviews with persons of concern is a key duty. In coordination with implementing partners, the incumbent will assist with the reception, registration, and provision of assistance to persons of concern. This includes keeping track of detention cases and registering applicants for voluntary repatriation and family reunion. The role also involves assisting in the preparation of monthly sectoral reports and submitting material for periodic project monitoring reports and year-end reports. Recommendations for protection interventions will be submitted to the designated officer. The Assistant Field Officer will negotiate with local authority counterparts, partners, and populations of concern. They will support the identification and management of risks and seek opportunities impacting their area of responsibility, ensuring risk-based decision-making. Raising risks, issues, and concerns to a supervisor or relevant colleagues is also part of the role. Finally, the incumbent will perform other related duties as required.
Work Experience
1 year of relevant experience with an Undergraduate degree. No experience is required with a Graduate or Doctorate degree. Field experience, knowledge of refugee law, and good knowledge of UNHCR's programmes are desirable.
