Job Purpose
The Associate Policy Officer will contribute to UNHCR's mandate by supporting the development, review, and implementation of policies and guidelines related to refugee protection and assistance. This role involves conducting research, analyzing data, and drafting policy documents to address emerging challenges and ensure compliance with international standards. The incumbent will collaborate with internal and external stakeholders to gather input, foster consensus, and promote the effective application of policies across various operations. The position aims to enhance UNHCR's capacity to respond to the complex needs of refugees and other persons of concern, ensuring their rights are upheld and their protection is paramount. This includes contributing to strategic planning and operational guidance to achieve durable solutions and improve the lives of those affected by displacement.
Responsibilities
Develop, review, and update UNHCR policies, guidelines, and standard operating procedures to address evolving protection challenges and operational needs. Conduct in-depth research and analysis on thematic areas related to refugee protection, international refugee law, and humanitarian response. Draft policy documents, briefing notes, and reports for internal and external audiences, ensuring clarity, accuracy, and alignment with UNHCR's strategic objectives. Collaborate with relevant units within UNHCR, including field operations, legal, and program sections, to gather information, provide policy advice, and support policy implementation. Engage with external stakeholders, including governments, NGOs, academic institutions, and other UN agencies, to foster partnerships, share knowledge, and promote best practices in refugee protection. Monitor and evaluate the effectiveness of existing policies and identify areas for improvement or adaptation. Support the organization of policy-related meetings, workshops, and consultations. Contribute to the development of training materials and capacity-building initiatives for staff on policy matters. Stay abreast of global trends, legal developments, and emerging issues in refugee protection and humanitarian affairs. Assist in the preparation of reports to governing bodies and other intergovernmental forums on policy-related matters.
Work Experience
A minimum of two years of relevant professional experience in policy development, refugee protection, international humanitarian law, or a related field. Experience working with international organizations or NGOs is desirable.
