Job Purpose
The Assistant Registration and Identity Management Officer plays a crucial role in managing and overseeing UNHCR's registration procedures and related activities within the operation. This position supports the implementation of an operation-specific registration strategy, ensuring that registration effectively identifies individuals with specific protection needs, aids in operational management, and contributes to achieving durable solutions. The role involves providing daily support to staff engaged in registration and associated tasks, monitoring the quality and efficiency of registration processes, identity documentation, and population data management. Collaboration with Protection, Programme, Data Management, and Information Management colleagues, as well as government authorities and partners, is essential for delivering quality population data to inform targeted interventions and planning.
Responsibilities
The Assistant Registration and Identity Management Officer is responsible for assisting in the implementation of registration strategies and methodologies that comply with protection strategies and meet UNHCR standards. This includes aiding in the drafting and execution of operation-specific Standard Operating Procedures (SOPs) for all registration aspects, ensuring data protection and fraud prevention. The role involves supporting the implementation of procedures and systems for quality assurance of registration data through ongoing exercises and the secure distribution of identity documents. Regular data quality checks are to be conducted to monitor accuracy. The officer will assist in developing mass information campaigns to inform persons of concern about registration procedures. Liaising with government authorities and partners for assistance and registration activities is also a key responsibility. In coordination with operational data management staff, the officer will help consolidate and draft statistics and registration data reports. Contributing to training and capacity building of UNHCR staff in registration, including on-the-job coaching, is required. The officer must enforce compliance with UNHCR standards, policies, and SOPs among registration staff. Decision-making regarding day-to-day registration unit operations, ensuring efficiency and effectiveness, will be done in consultation with the supervisor. Reporting and statistics related to registration will be drafted, and risks impacting the area of responsibility will be identified and managed, with issues and concerns raised to the supervisor.
Work Experience
One year of relevant experience is required for candidates with an undergraduate degree. Prior experience in registration or individual case management, particularly using UNHCR's proGres software in refugee or internal displacement contexts, is desirable. A strong understanding of international protection principles and UNHCR's mandate is also beneficial.
