Job Purpose
The Associate Inter-Agency Coordination Officer plays a vital support role in ensuring UNHCR's engagement in inter-agency coordination is coherent and effective, particularly in refugee settings and IDP situations. The primary objective is to assist senior management and partner agencies in enabling UNHCR to support government-led refugee responses. This involves coordinating various actors, including development partners, from the outset of a response, and ensuring adherence to UNHCR's inter-agency commitments. The role contributes to strategic planning, assessment, monitoring, and analysis of joint inter-agency initiatives at the field level, fostering collaboration and information sharing among diverse stakeholders. The incumbent ensures UNHCR's coordination role is upheld and its input is provided where necessary, facilitating dialogue with donors on funding status and supporting the development of comprehensive humanitarian programs.
Responsibilities
The Associate Inter-Agency Coordination Officer provides essential support for inter-agency processes, including coordination in refugee and IDP settings, and integrates partners into UNHCR-led responses while respecting their mandates. The role involves supporting operational planning, contingency planning for emergencies, and close follow-up on sector/cluster issues. This includes chairing working group meetings, liaising with donors and government institutions, and providing guidance to field-level working groups. The officer analyzes humanitarian/development issues and trends in collaboration with the information management team, conducts gap analyses, and supports harmonized assessment, monitoring, and evaluation activities. Responsibilities also include drafting correspondence, reports, and guidance notes, conducting field visits to build capacity and ensure field perspectives inform strategy, and developing referral systems. The incumbent liaises with external partners and local organizations, leads and organizes sector working group meetings, prioritizes tasks independently, and makes recommendations on inter-agency coordination issues. Additionally, the role involves working with government counterparts, managing risks, and performing other related duties as required.
Work Experience
A minimum of 3 years of relevant experience in humanitarian or development program implementation, with specific experience in facilitating inter-agency coordination at sector or macro-level. Familiarity with the UN system, NGOs, and coordination practices is required, along with knowledge of MS Office and refugee protection principles. Presentation and public speaking experience are also necessary.
