Information Management Associate
Organizational Context
UNHCR is a global organization dedicated to protecting refugees and stateless people. This Information Management Associate role supports the production and dissemination of vital information concerning populations of concern, including protection and programme data. The position is based in Caracas, Venezuela.
Job Purpose
The Information Management Associate is responsible for operationalizing and promoting country-specific data standards, including UNHCR standards and IASC Common Operational Datasets, within field operations. This involves compiling and aggregating data from all populations of concern to produce standardized information products and implementing data collection plans for baseline and context-specific information. The role requires collecting, collating, and processing information, performing data quality and consistency checks, and producing summary statistics. The Associate will also support data collection teams, leverage geographic data for GIS and map production, and share UNHCR data with partner agencies, maintaining portal data in line with agreed frequencies. Participation in Needs Assessment processes, specifically in data collection, processing, and exploration, is also a key function. The incumbent will liaise with partners, represent UNHCR in relevant meetings, and provide technical advice on information management requirements.
Responsibilities
The Information Management Associate will operationalize country-specific common data standards and promote them with partners, including UNHCR data standards and the IASC Common Operational Datasets. They will compile and aggregate information elements necessary for producing standardized information products and implement data/information collection plans for baseline and context-specific data. Responsibilities include collecting, collating, and processing information, performing data quality and consistency control, and producing summary statistics. The Associate will support the coordination of data collection teams and leverage geographic data for map production and use in geographic information systems (GIS). Sharing UNHCR data with partner agencies and maintaining Portal data and information in line with agreed frequencies are also key duties. The role involves participating in Needs Assessment processes, focusing on data collection, processing/collation, and data exploration. The incumbent will liaise with partners and represent UNHCR in meetings related to their functions, making recommendations and providing advice on technical information management requirements. Additionally, they will support the identification and management of risks, seeking opportunities impacting their area of responsibility, ensuring risk-based decision-making, and raising risks, issues, and concerns to supervisors or colleagues. Other related duties as required will also be performed.
Work Experience
Essential experience includes handling confidential data and a demonstrated understanding of different data collection methodologies. Desirable experience includes web design, software development, and the ability to formulate IM-related technical requirements and operating procedures.
