Organizational Context
The Field Associate is supervised by the (Senior) Field Officer or Head of Office, performing various field activities. The role involves frequent internal communication for service provision and problem resolution, and external contact with national/international institutions, refugee leaders, local populations, and Implementing Partners (IPs).
Job Purpose
The Field Associate is responsible for monitoring the situation in the Area of Responsibility (AoR), collecting relevant data and information for UNHCR, and reporting to the supervisor. This includes monitoring the implementation of UNHCR programmes, delivery of assistance, and infrastructure. The role involves undertaking regular site visits to assess the needs of persons of concern, with a focus on vulnerable groups, and maintaining regular contact with local authorities and implementing partners. The incumbent may also act as an interpreter, contribute to status and progress reports, and assist with administrative tasks. They will inform and act on reports concerning persons of concern and coordinate with IPs to assist in reception, registration, and provision of aid. The position requires negotiation with local counterparts, partners, and populations of concern, and representing UNHCR in project monitoring. Additionally, the Field Associate supports risk management and opportunity identification within their area of responsibility.
Responsibilities
Monitor the situation in the Area of Responsibility (AoR), collect data and information relevant to UNHCR, and report to the supervisor. Oversee the implementation of UNHCR programmes, including the delivery of all assistance items and monitoring of infrastructure. Conduct regular site visits to assess the needs of persons of concern, paying special attention to vulnerable groups. Maintain regular contact with local authorities and implementing partners as directed by the supervisor. Serve as an interpreter when required. Contribute to the preparation of status and progress reports by providing information and preparing tables. Assist with administrative tasks, such as report preparation and supporting authorized personnel during field missions. Process and act upon reports received regarding persons of concern within the refugee community or from local authorities. In coordination with implementing partners, assist in the reception, registration, and provision of assistance to persons of concern to UNHCR. Engage in negotiations with local authority counterparts, partners, and populations of concern. Represent UNHCR in the physical monitoring of projects. Support the identification and management of risks and seek opportunities that impact objectives in the area of responsibility, ensuring risk-based decision-making. Escalate risks, issues, and concerns to a supervisor or relevant colleagues. Perform other related duties as required.
Work Experience
3 years of relevant experience with a High School Diploma, or 2 years of relevant work experience with a Bachelor's degree or equivalent or higher. UNHCR field experience is desirable.
