Job Purpose
The Senior Protection Associate is tasked with coordinating quality, timely, and effective protection responses for populations of concern (PoC), actively identifying opportunities to mainstream protection methodologies and integrate safeguards across all operational sectors. A key purpose involves contributing to the design of a comprehensive protection strategy and representing the Office externally on protection doctrine and policy, under the guidance of the supervisor. The incumbent ensures PoC are actively involved in decisions affecting their rights and in identifying appropriate solutions to their problems, necessitating the establishment and maintenance of effective interfaces with communities, local authorities, and protection and assistance partners. Furthermore, the role monitors protection standards, operational procedures, and practices in line with international standards, providing essential functional protection support to information management and programme staff. This position is vital for upholding UNHCR's regulatory framework and core values, ensuring accountability and professional integrity in all protection delivery.
Responsibilities
The Senior Protection Associate monitors political, social, economic, and cultural developments impacting the protection environment, consistently applying international and national law, UN/UNHCR policies, and codes of conduct. Key responsibilities include advising PoC on protection issues, liaising with authorities for documentation, and assisting in eligibility and status determination. The role contributes to preventing statelessness, developing child protection and education plans, and implementing/monitoring protection SOPs. The incumbent manages individual protection cases, including GBV and child protection, and assists in intervening against refoulement and other incidents. They help identify durable solutions like voluntary repatriation, local integration, and resettlement, and contribute to AGD-based programming and results-based advocacy. Facilitating effective information management with disaggregated data is crucial. The Associate participates in capacity-building initiatives for authorities and NGOs, intervenes with authorities on protection issues, and assists in prioritizing reception, interviewing, and counselling. They also support the supervisor in enforcing compliance with global protection policies, professional integrity standards, and SOPs, recommend payments for individual cases, and manage risks within their functional area.
Work Experience
For a G7 level, 4 years of relevant experience with a High School Diploma, or 2 years with a Bachelor's degree or higher, are required. Desirable experience includes RSD-Resettlement LP and/or Protection Learning Programme.
