Organizational Context
The Field Associate operates under the supervision of a Field Officer or Head of Office, performing various field-related activities. The role involves frequent internal communication with colleagues and external engagement with national/international officials, community leaders, and implementing partners to exchange information and ensure service provision.
Job Purpose
The Field Associate's primary purpose is to monitor the situation within their Area of Responsibility (AoR), collecting and reporting relevant data and information to their supervisor. This includes overseeing the implementation of UNHCR programs, ensuring the delivery of assistance, and monitoring infrastructure. Regular field visits are conducted to assess the needs of persons of concern, with a special focus on vulnerable groups. The role also involves maintaining contact with local authorities and implementing partners, contributing to status and progress reports, and assisting with administrative tasks. The incumbent will act as an interpreter when needed, inform and act on reports concerning persons of concern, and coordinate with implementing partners for reception, registration, and assistance. Negotiation with local counterparts and representation of UNHCR in project monitoring are also key aspects of the role.
Responsibilities
The Field Associate is responsible for monitoring the situation in their Area of Responsibility (AoR), collecting and reporting relevant data and information to the supervisor. They will monitor the implementation of UNHCR programmes, including the delivery of all assistance items and the monitoring of infrastructure. Regular visits to various sites will be undertaken to assess the needs of persons of concern, with particular attention to vulnerable groups. Maintaining regular contact with local authorities and implementing partners as requested by the supervisor is crucial. The incumbent will act as an interpreter when required and contribute to the preparation of status and progress reports by providing information and preparing tables. Assisting in administrative tasks, such as report preparation and supporting authorized personnel during field missions, is also part of the role. Informing and acting on reports received on persons of concern from the refugee community or local authorities is essential. In coordination with implementing partners, the Field Associate will assist in the reception, registration, and provision of assistance to persons of concern to UNHCR. Negotiating with local authority counterparts, partners, and populations of concern, and representing UNHCR in the physical monitoring of projects are also key duties. Supporting the identification and management of risks, seeking opportunities impacting objectives, and ensuring risk-based decision-making within their functional area are required. Raising risks, issues, and concerns to a supervisor or relevant colleagues is also part of the responsibilities. Performing other related duties as required is expected.
Work Experience
3 years of relevant experience with a High School Diploma, or 2 years of relevant work experience with a Bachelor's degree or equivalent.
